Java vs kotlin

In my opinion, the peoples who doesn't have android programming experience should choose Java, because Java has much more resources than Kotlin.

That's the battle of interest
Java offers a lot of functionality and that can also be provided by Kotlin but in a different way. though just some shortcomings for java and some other breakthroughs in other factors that Kotlin may never conquer like the JVM etc Still Kotlin is faster than java though not cross-platform

Kotlin is not better than Java in general, but Kotlin is recommended for creating applications for Android
