Which software needs to make user interface to make app with c++ or java?

-Microsoft visual studio
-sdl library

For Java, you can download the JDK (Java Development Kit) from oracle.com. C++ has many options, especially depending on the platform you are running. CodeBlocks is a good free software to start basic C++.
