I'm concerned if I'm learning something usefull, and if I'm learning something full out here on Solo learn.

I've learned HTML, and JavaScript before on Khan Acadmey, here's a little different but I understand why. But I've done a few courses and I don't very well understand them. There's not enough description about the subject and video tutorials would be nice. And I can't practice like I need to because there is not enough practicing in the lessons, just a lot of reading about useless downloads. But how do I practice on programming a language fullout? I want to learn, but Solo Learn doesn't. Please help me.....

I would say SoloLearn is nice to learn the basics or review some components of a given language. In my opinion, you could try small personal projects to improve your knowledge and start building a portifolio. You could also solve Katas or join a code camp. I recommend CodeWars and FreeCodeCamp. Both support html/css/js. gl hf.
