is it possible to make chatbot in java using command prompt? if yes pl. tell me how?

You can make a chat bot in every single language using every single method, your only problem is implementing features. A smart bot such as Siri or Amazon Echo have multiple people working on it. If this just a learning project or anything like it you just simply need to implement as much commands as possible, using if else statements and such like.
