A suggestion

Question

When suggesting who should we follow, can you take in account besides their location also our and their skills.
For example: i am learning html, and Josh is posting html codes. So i get Josh as a recomended account.
Or, i am doing a lot of challenges in java, and Tony is also doing a lot of java challenges, so he is recomended to me.
Also could you add a reason why are they recomended to us.
