Has anyone ever heard of a bootcamp for coding?

I have an opportunity to go to University of Austin bootcamp for coding... all I get is a certificate of completion and a portfolio it cost $10,000 though. anybody heard of a program like this do they work? do jobs look at them seriously?

It depends on what type of job you are looking for. Some types of companies take them seriously and some don't. I think the most valuable part can be the portfolio, but it's up to you to make sure your portfolio contains valuable and expressive content/code.
