yes. programming languages, at least most popular ones, always undergo many updates and changes. part of being a programmer is learning these changes and adapting

Oh yes: in the early days, javascript was very poor, and wasn't consider for a long time as a real language, since it essentially have to permit manipulation of images in the document, hardly more. This was the first steps of Dynamic Html ( DHTML ): a mini revolution :D Then, gradually, he grew up, became more mature.

It's evolution curve is totally atypical, and if other languages also known (r)evolutions ( sometimes a little drastically ) in their history, none has starting from as far away. So, no, other programming langage aren't as well ^^
