Honestly, there isn't that much of a difference between laptops and desktops today, aside from the obvious mobility and price for said mobility. In both situations, you either have a high-end computer or you don't, so take that into consideration. For most programming, you'll be fine to use either of them. However, if you're going to be dealing with graphically intense stuff, such as games, then you'll want something that's better able to handle that type of load/resources; a gaming rig is useful in that situation.

For myself, I prefer to work from my gaming laptop. I can work from anywhere and take it to the bed when I'm tired of being at my desk. Just more convenient all around. I'm a game developer though, so it definitely works it to the max. If you use a laptop for intense purposes, then I would recommend purchasing a cooling pad to sit it on top of to keep the temps down; I use coolermaster.

As for processor, on my desktop I'm rockin a FX-8xxx series 8-core at like 4.0ish ghz. On my laptop I'm rockin an i7 4.0ish ghz cpu. 16 GB of RAM on both. 1070 on the laptop and R9 390x on the desktop. For general programming, this would be overkill. For game development, it's good enough to get me by right now.

In my opinion, I love laptop more than computer to program as a laptop is more convenient to use and easier to bring anywhere.

However, in order to make your programs run smoothly and not laggy, you need to choose laptop with high processors.

What softwares do you need?

Mobile phones can program on the, as well, so don't leave them out.

A computer will be recommended for high resource level programming such as Unity and Blender.
But laptops these days have enough RAM for the systems.

Get what you can afford. I'd say Google can give you more specifics by professionals, but I assume you already tried there and used here as a last resort.

In all fairness, the monitor isn't part of the desktop computer, simply an accessory and one of which can be just as easily used on the laptop. So being on a laptop doesn't limit you to smaller screen. In fact, you can sit your laptop on a desk and hook up a monitor/mouse/keyboard/speakers and pretend that you're using a desktop computer if you want, except that when you want to move it elsewhere it's easier than it would be otherwise.

A ryzen 5 second gen or i5 8... series, should be a good enough processor nowadays. A SSD drive and 8gb of Ram at least, will keep you running smoothly...

well! I would recommend using a laptop for programming but when you say a computer a laptop is also a computer. I think you mean't a desk top. A laptop won't be affected when there's no power you can just save your program but in the case of a desk top you can lose all you work when there's no power. so go for a laptop

If you chose laptop, Dell latitudes are good. If you choose desktop Dell Optiplex are good. Any of these with seventh or eight generation processors would be fine. Make sure to get one with solid state drive in M.2 form factor.

Though u can talk about portability with the laptop, I usually do most of task on the desktop computer. I prefer a very big screen. Specs and performance of desktop and computers are virtual the same.. So it's about really what makes u comfortable, cost of the device , your schedule and a little bit of what you r learning.. But at the end.. Its all semantics
