Standart GUI for all Languages

Question

Does anyone know if something like an standart exist for programming like in Web Development HTML and CSS? c# has Visual Sudio or C++ qt but why some company don't make something like this for all Languages? I mean for GUI there is nothing so flexible and powerful Like CSS and HTML, that would bring all languages togehter so everyone can use what he wants without to thing about what GUI to use! There needs only to be a Compiler that can do this.
