I would advise python and django. Don't get me wrong I love C++ but for this one I have to give it to django, due to it simple syntax and its user friendly UI. If you aren't comfortable with python you can use Cpython.

node.js can listen for requests all the time for request so it is prefect for chat games etc. php is better for forums comments login and other systems and etc. and about angular and django... i never heard of them

for servier side i like to use node.js and c++ (node.js for web and c++ for exe)
