I can't understand how to make help! Give some ideas about an project only HTML and CSS no JS thank you.

I don't know that help is something that is generally made.

Anyway, for something practical, you can make an FAQ page. I can't imagine very many games that use only HTML and CSS without JavaScript (the interactive part that supplies logic). Maybe you could do a find-the-hidden-object game without JavaScript ... the user could hover or click on areas to peek underneath elements and see what's back there. Just a thought.
