Really you can use a simple notepad for it. You just need to write the code. You can write it in any notepad and save it as .html and it will work fine.

I would prefer to use notepad++ as it is very good application

2 hours for a high end website? I don't think so. Besides, this is vastly underspecified, so you might not get very valuable answers. Knowing what the website needs to be able to do (features -- not buzzwords) helps with selecting the best tools for the job.
