Make a console like(looking like cmd) app

So I saw this raw style app for data input(Just a basic program for collecting peoples names and phone numbers). It looked like cmd, there was no cursor, only insert tool. Black and white only. Does anyone know in what language it could have been written?

In many ways. It could be written in java, in C (#/++), in Python, I think in PHP or maybe in bash-like languages.
