why c++ is less effective for make Android application??

c++ have no problem. but community of android developers are using java. and you can find a lot of library , course , stackoverflow posts for java-android.
but if you really want to use c++ i suggest you QT

because c++ did not used to be that programmer friendly as it is now. On the other hand when Android os was created java was a rising star.
However much code of android is still written in c++ especially at kernel level.
