AI is the choices made given a certain knowledge base and machine learning is using previous information from past experiences that feed into the decision for the future.
In AI: A Modern Approach by S.Russell and P.Norvig they start with Artificial Intelligence then go into Machine Learning. So theres definitely reasons they did it in that order so I would say that's probably the best path.
