Is php required to make a good website with HTML/css/JavaScript

if you create a static website it is not needed.but if you create a dynamic website then you can use it.
and php has much functionality when it comes to dynamic websites.....

PHP isn't your only choice. There are many backend languages and frameworks, most popular among them are Node.js and Ruby on Rails.

Like 85% of the internet is PHP based. If you want a good starting LAMP stack job, go PHP.
