I don't know if this statistic has some scientific background or is just a guess.
Anyway I think that of course if you know a lot about IT, it is easier to take a step in that direction.

the word hacker is not used properly, you do not understand. a 'hacker' in your terms means what exactly? someone who is a network security expert does not necessarily need any kind of formal training at all, I personally consider people who write software and scripts to undermine a system's security as programmers... it is all perspective based, I have never trained formally in network security, but from personal experience, I can penetrate almost any computer system and a lot of computerised devices such as phones, GPS units, epirb units, cctv recorders and monitoring systems etc... do you consider me a hacker? or a hardware expert? or a cracker? no.. this is a falsity, the people whom you consider as hackers are mostly people who have been using computers for a long time and understand the systems that they use, these people are mostly individuals who you ring when your pc breaks and you can't fix it... As with all walks of life, most are altruistic, but some are not.
