Stop laptop charge intake

Question

Is there a way to code a program to stop the laptop from taking a electric charge from the cable by tricking the laptop into thinking the cable is disconnected at 100% and connected at 5% so at 5% it will charge till it gets to 100% and stop charging but you do not have to remove the charging cable

this question is quite unrelated to programming.
from what i know,laptops and most devices automatically discontinue charging at 100%,also you tricking your laptop would involve you tapping into your laptops os somehow which is kinda risky

its more that it continues to try and fill the battery causeing it to over heat also it shortens you battery life
