I have an Idea of Business. Which need to Develop a Script/System in Single Domain for Different Clients, each client will have multi level user. Suggest me the right process to learn and follow. I want to start the right language and framework for that. Please put your valuable suggestions.

Sounds like you need to build solid backend that holds the business logic with APIs to serve frontend needs. What comes to languages there is plenty to choose from. With everyone of them you can make poor or solid rock solution. At the end you might end up issues with DB if that is not well planned. Bottom line, there is no clear answere to yor question.
