Nope! You don't want to learn PHP if you don't want. And yes, you can do them with JS or python. But use python if you want to do server side.

Also try nodeJS, ruby, java or perl

Depends on what u want to make. But on a real note u dont need PhP

It isn't necessary but I really recommend PHP because it's cheap to host and easy to learn and master. python and ruby are also easy to learn but quite difficult to master.
