When I scanned the Qrcode Image that contains the c# code it is then executed on the device which is a windows OS.

QR-code can't be compiled code.
It is a link to a website, video or just a text string.

If you integrate scanning in a app, you can make based on the codes that are scanned. It is the app who has the intelligence, the qr-code are just data.
