Wordpress or Html?

hello to everyone :)
I would create a blog for my final exam, what do you recommend me between Wordpress and HTML? and may you tell me why?

If you want functions to work like: login, user management a blog etc than i suggest Wordpress, couse it have PHP javascript HTML and CSS.

if its just a static website with no database and programmed opbjects than just use a simple HTML CSS website that you can run with out need of a server or tools to start a server from your laptop.
