How long (duration) and what level (types of programs) should one get to, before enrolling for a new language.

It's really individual. You have to be able to solve problems, to implement algorithms, to use data structures... The list goes on.

Personal experience: take one language and "abuse" it for 2 years, it doesn't matter which one, learn algorithms and data structures in it, learn algorithmic thinking, problem solving patterns, then you can think of some true apps
