Why first JS script don't work, when Clock script is running?

My problem is that Bar_Dynamic.js is not working when Clock.js is active and I can't find my mistake. I will be very gratefull for help. On my other sites, where there just bar without clock, all works. So clock is working but dynamic element in bar not.

No one would be working here as all of them are missing there html files and hence cannot find required elements in the JS.
