Sorry for not properly answering your question, but I think that other than running a local server and trying out SQL stuff in phpMyAdmin, there are not really desktop apps to pracice SQL.

But! you can try the SoloLearn course on SQL or (i reccommend) look up “W3 Schools SQL”, they have a dummy database that you can experiment on easily in realtime as well as a huge load of theory to get you goin in the right direction!
