Hi! First because every thing in HTML is Markup (so, use <...>).
Second, we use "!" to indicate to browsers that is an information tag (don't need to write in the page, like in <!doctype html>).
Third, yes some peoples decided that is better to use "--" at end than "//" or "/* ... */" (probably to not make any confusion… but who knows ?)

Because some group decided that this is the way it has to be done in html.
