Big css file, i mean in file size. If your CSS file is bigger than 2mb then loading it may become a bit slower.

Do you mean responsive as in the time it takes to communicate between HTML and CSS? It should be nearly instant, unless you have a really bad internet connection, and your CSS is extremely large, the second scenario being unlikely enough to feel confident about the responsiveness of CSS.
