Who can help with freelance? (I am 14) I've tried to start, but it is very difficult for me.

Well, your age is certainly a problem in many places because of legal systems/issues/liabilities in regards to child labor, but don't be discouraged because it isn't the only means of going about it.
I would continue to hone your skills to the best of your ability, as you want to be the best you can at what you're doing and capable of doing whatever is requested of you first and foremost.
Something that I've done in the past that worked out pretty good is to seek out people that don't even realize they require your services yet, then sell them on why your service will benefit them and make their business better. As an example, there are a LOT of websites out there and not all companies have amazing websites. So what I would do is find those websites, use the domain information / contact information to reach out to them and tell them how you could make their website better + why that would benefit their company/customers/bring them more money. Another tactic is to seek out local businesses that may or may not have a website, and then do the same thing with them with promoting your services. This is freelance work that you can easily turn into a business and doesn't require you to deal with the over-saturated freelance markets already out there.

I have tried to create accont in some freelance exchanges, but as I am 14, I don't have passport (first). Freelance is full of adults, who donate to site to be first in list.(second)

This summer I want to learn php and start getting money, but I don't know how. Freelance is not required. Other options are also possible.

Another tactic that I use is to actually create systems/apps/etc.. that other people will find useful and then market it out to them online. If you create software that's useful, you can sell it to other people and that works out great because most people don't know how to create software. Imagine that you create software for a business to use and then licensed it based upon users; you could easily turn your software into something that generates revenue monthly in high amounts. As well, you would be your own boss so your age wouldn't matter.
The reality is that your imagination with it is your limits. There are so many directions you can take with it and become successful.

Yeah, I heard about this tactic, but now I learn web-developing, -programming, so, maybe, in future, if I will learn languages like Java, Koltlin, etc. I will probably use this tactic.

Web technologies are just as plausible a solution for most modern companies. To put it into an example, I created a bunch of web apps for a company that I work for and then I marketed out what I created to similar companies. I did this using nothing more than basic web technologies: HTML, CSS, Javascript/jQuery, MySQL, and PHP. Compared to the past, web technologies have really progressed and are quite capable of a lot of things.
