.net frame work problem

Question

When i try insralling visual studips to my pc i get an error saying IT REQUIRES .NET FRAMEWORK 4.0 or HIGHER. but when i install .net framework 4.0 i get another error saying THE INSTALLATION HAS FAILED.PLEASEEEE HELP ME OUT IN THIS

MY PC SPECS
WINDOWS 7 PROFESSIONAL
2GB RAM

Are you trying to install .Net Framework with an OFFLINE installer? I remember that I had similar issues with an attempt to do the installation completely offline. I had to allow the computer to connect to the Internet, and I think it took additional files worth about 40 MB before proceeding with the installation.
