Well you can make static web pages only with that, if you know some framework like bootstrap it is advantage. But i suggest you to learn at least js.

No but i trying to find, in begining is hard you need to have proff that you can do that. So make some practice project to show that you can make it.
The more you have to show the more chance you have to got freelance job.

For front-end you need to know html, css, js minimum + bootstrap, some js framework...
For back-end php, sql, but it can be also python...
So for web-developing you need to know many language. And is avantage if you know frameworks.
As much as you know better chance to find good payed job.
