Can someone recommend me a framework/library for video processing?

I have to make a project to recognize the starting and ending position of a certain moving object from a video. I'm looking for a framework or library with these characteristics, but I have 0 experience in video processing. Any idea is well received, I don't mind wich language either. Thanks
