What is the process of buying a domain and server.. Can i host my webpage from gcp?

first you buy a domain name and a hosting option. the hosting company does offer both options.
then you use their cpanel or ftp or web file manager. to put your files there.
you can host it locally on your computer and work on it, when ready copy it to the hosting server.
look for XAMPP to host it locally.
if you have a public ip you can host it on your computer,but you need to give your ip to people to access it.
or you can use any DyDNS services to point to your computer. like https://freedns.afraid.org
