Why is something depricated in a language?

Hey , I was thinking why do something like tags or packages deprecated in a language instead of just adding a new feature? And Does deprication mean that it is removed completely or is just discouraged to use but exists in the language, because if it is removed then it means that we cannot use codes written and old books and old scripts.
