When learning a certain language what are the things that I need to consider in order for me to say that I have learned the basics of it ?

I'd say after you not only read but really studied one of the language tutorials here well enough that you can with convenience solve simple programming tasks like those presented in code coach without help, you may have learned the basics, although that point is really hard to prove in reality - someone might always point out something you don't know but they consider basic.

In Sololearn , usually the first 3 - 4 bubbles are considered the basics, or beginner level.
