Windows skill and others

Question

I have seen multiple times on other profiles that they have completed courses that are not in the default list, such as a Windows skill. I wonder if they are Pro-version-only features. If not, where can I find it?
What does it provide?

In your profile enter where it says "Skills" (you have Python, there you enter) and there you can choose the different Skills

Do I need a special requirement to add them or it is free to add as I consider them valid?

Well, I do not have a Premium account and I can add the skills, just drag to where it says "My skills", that does not certify that you know or that you are an expert of that skill, they are for others to see the skills you have
