Video Sharing system, Like YouTube

Hey, How do I create my own video sharing system with PHP CSS HTML and stuff

I just taught about this, and the system work like this:
The visitor will select a video, then upload this.
The video should contains a description and name.

In the index.php page, the recent videos that upload must be display on that page

Is it hard to do?
Is there a way to do that?
I need to be professional at PHP in order to do that?

Yes you can make video sharing system in html css and Php.
For that you first need xampp server then make an database according to fields required at your project
Then create structure of the web page with html and css and connect that page with php as I posted in your previous code.
