Anyway, <frame>s and <frameset>s are deprecated ^^ However, the attribute 'noresize' avoid resizing of frames by user... And this is a behaviour that we can handle with Css3: the property 'resize' can be applied to any html element, set to 'none', 'both', 'horizontal' or 'vertical'. By default, <textarea>s in modern browsers are resizable... so, you can avoid this default behaviour if you want/need, and/or make a <div> or anyelse element be user resizable :)
