Cursor(.cur/.ani)in C / Py

Question

How can I use C or Python to chance the cursor of window ( I mean the system not only terminal ) I have already prepared the cursor that it needs .

If it need module or function, please give me the name!

I know that I can chance it by myself. However I want it can be automatic. If it cannot finish in neither C nor Python, I hope you can tell me too!
