Which programming language is the best to write time relevant programme?

Need to write a programme that is fast enough in milliseconds.... Which would be the best language...?

I think C language is a good option.
But if you are interested in calculation you should try python because it comes with alot of integrated functionality that makes it programmer friendly even if it's not always as fast as C.
