WordPress is just a tool to ease web development. If we know in and out of web development we can use WordPress. Moreover with WordPress it's not possible to make complex websites. So I would suggest to go for traditional way.

Wordpress is for simple static webpages with less user interaction, but in the case of fully responsive websites, go for "hard coding" as you called it.
