Low level languages are fast in terms of speed. Low level programming languages like, assembly, c. May be binary is fastest programming language. But writing a program in binary has so much of pain. writing a in python is super easy.

Now a day, processors are very capable of. So, it doesn't really matter the speed of programming language.

Let me add to @Vivek answers.

Only language alone won't give you the efficiency or max speed.
Algorithm and right use of data structures matters alot in terms of speed.

I have seen many high level language codes that is much much faster than low level but how and the answer is simple enough the algorithm is just efficient and nice.
