Inline Hidden drop down

How can I display an inline drop down with the menu as well as hidden? Is this possible with just CSS or do I need JavaScipt?

Yes it's possible with only Css... or even with quite only html but depending on your skills in both Css and Js field, one may be simpler than another ;)

I can display: inline but its no longer hidden.
