Shouldn't Ruby be in the web developer section?

Shouldn't Ruby be in the web developer section of Sololearn because you can make websites using Ruby on Rail?

Ruby on Rails is a web framework, yes. But a server side framework. Other programming languages also have frameworks that similarly support web application development. And you can do other stuff with Ruby too.
So short answer: no.
