You may choose your OS regarding itself, not according to programming: there's not a better os than another for that ^^

Depends what language and what IDE you want to use, BUT I always used Windows, and... pretty much every program that has a version for Mac will have a version to Windows. So in my opinion, Windows.

That's true. but I only use windows because of that version thing. Because if windows didn't had this. of course I would move on to Linux, it's way better.
