What's the difference between WEB developer & WEB designer?

Web developers are 'developers'. They code. Web designers are, well, artists, they draw or sketch.

A web designer sketches a website look and feel. Like the kind of stuff you see on Dribbble.

A web developer codes a website using HTML, CSS and any other language necessary.

However, the line is blurry in small firms or one-man teams. A web designer might be required to use HTML, CSS, website builders or template engines. Also a web developer should be moderately skilled in web design

Development and design always come from each others hand, when you develop you create something new that can solve problems to specific situations, for example; you have a shoe store and you want to sell your products online, you have to develop a system that can let your costumers choose your product, add it to a shopping cart and pay for it, the design is the esthetics of your web application, which colors and fonts you will be adding. etc...
