Which HTML tags are you talking about? In general, PHP itself doesn't need any HTML tags, but usually you want to create HTML documents with PHP. Therefore is necessary to put some into the PHP script itself. If you want to create anything completely different (for which purpose is not relevant), then of course you don't need them. You may in fact provide plain text files based on PHP. Completely without any HTML tag.
