if you want to develope software for windows the first and best choice (to start) would be C#. C++ is the other lang which vastly used in desktop software development.
C# developed by Microsoft itself and also more easy to learn than C++.
Also with c# and .NET Core your software will work on Mac OS and Linux as well.(with just one code).
