Can someone help me understand the new drivers license challenge?

Question

I'm doing the New Drivers License challenge and what to do just isn't clicking. It says each new license will take 20 mins to do but for the example it says there is 2 agents on the line but since Eric is in the second group of 2 then the output would be 40. What I'm not getting is how does it take 40 mins for 2 agents to take care of 2 people when each new license is 20 mins?
