How come HTML animations don't run on my device?

Saying just "my device" lacks a lot of info. Nobody knows what you are using here.

Add more info:
- Platform (desktop, mobile)
- O/S and version
- Whether the problem is obvious in all or a particular application
- Whether this issue is happening even when using browsers
