You can easily develop Android apps and games on 4GB RAM. But if you'll used Android studio to develop android apps, then your pc will somehow slow. Alternatively you can use Visual studio for Android development. It uses low RAM then Android studio.

You can develop android games with already 4GB of ram but I don't suggest doing so, for obvious reasons.

Upgrading your ram to at least 8GB, or even 16GB sounds like a pretty good idea.
